Ammonia is a fertiliser molecule before it is a fuel. This project makes it with seawater in the driest of places.
Strip away the energy framing and the Hyphen project is, in part, a food-systems story. Its main product, green ammonia, is the same compound that underpins most of the world’s nitrogen fertiliser, and its main constraint, water, is the resource Namibia has least of. The agreement concluded on 26 May 2023 therefore reaches into questions of food, water and land that sit well outside the power sector.
The scale sharpens the point. A plant aiming for two million tonnes of green ammonia a year, built on protected desert and fed by desalinated seawater, is a bet that an arid country can turn sun, wind and the ocean into a molecule the global food chain depends on. That is a sustainability proposition as much as an industrial one.
Ammonia is a food molecule first
Before ammonia became a candidate shipping fuel, it was the backbone of fertiliser. Nitrogen fertiliser is made from ammonia, and ammonia is conventionally made using fossil gas, which is why the fertiliser most farms depend on carries a heavy carbon load. Green ammonia, made from renewable hydrogen, offers the same input without the gas.
That reframes the Karas project. Its export product is not only an energy carrier but a potential feedstock for cleaner fertiliser, connecting a Namibian desert to the cost and carbon of growing food far away. The link between this plant and a distant field is more direct than it first appears.
The molecule leaving Luderitz is the same one that feeds crops on other continents.
Water in the country with the least of it
The sustainability hinge is water. Splitting water for hydrogen needs a reliable freshwater supply, and Namibia is the driest country in sub-Saharan Africa, so the project turns to the sea. Desalination is planned to supply the plant, with the developer also expected to help supply water to Luderitz, tying an industrial user to a town’s own scarce resource.
That coupling cuts both ways. Desalination can add supply where rainfall cannot be trusted, easing pressure on groundwater; but it is energy-intensive and coastal, and how its costs and its brine are managed will shape whether the project relieves or competes with local water needs.
In a country this dry, the water plan is not a footnote to the energy plan – it is the test.
Building industry inside a protected park
The land question is equally pointed. The concession lies within the Tsau Khaeb National Park, part of the Succulent Karoo, a dry region prized for unusual plant diversity. Placing gigawatts of generation and heavy industry across roughly 4,000 square kilometres of that ground is a deliberate trade between conservation value and industrial return.
For a stewardship-minded reader, the design details decide the verdict. Whether generation is sited to spare the most sensitive habitat, and whether the park’s ecological worth is weighed as carefully as its solar yield, will determine if this counts as sustainable development or simply development on protected land.
Green output does not settle the land question; where the panels stand still matters.
The food-security reading
For a food-importing country, the strategic angle is whether any of this circles back to the plate. Namibia buys much of its food abroad, so a home-made supply of fertiliser feedstock is at least a theoretical hedge against the price shocks that hit import bills when global fertiliser markets tighten. The project as signed is export-facing, but the product is one local agriculture also needs.
That is the decision hidden in the design. A plant built purely to ship ammonia to Europe strengthens exports; one that reserves a share for regional fertiliser could also strengthen food resilience, and the two aims will compete for every tonne produced.
The same tonne can earn export revenue or ease a fertiliser bill, but not both.
For anyone working in agribusiness, fertiliser supply or conservation, the Hyphen project is a food-and-water story wearing an energy label: a fertiliser feedstock, made with desalinated seawater, on protected arid land. The decision it raises for the region is whether a green-ammonia industry can be built so that its water, its land and a share of its output serve local food security, rather than leaving only the export receipts behind.
