A price surge is announced in a press release; a uranium mine is delivered in earthworks, pipelines and a plant that has to hold together in the desert.

The bullish talk around the belt in February 2026 lands, on the ground, as a construction programme. Bannerman’s Etango, roughly 30 kilometres south-east of Swakopmund in the Erongo region, is where the optimism has to be poured in concrete, and the company’s early-works updates read less like a mining story than a civil-engineering one.

That is the honest shape of a new mine. Before any uranium is sold, someone has to build the road to reach the site, the line to bring it water, and a process plant able to survive heat, wind and distance. The price sets the ambition; the build decides whether it is met.

First the road and the water line

Bannerman’s earliest contracts were not for the plant at all. They covered an access road linking the site to the main road and a pipeline to supply construction water, the two things without which nothing else can be delivered. A 9,000 cubic-metre reservoir was raised on site to buffer supply in a place where water cannot be assumed.

This is the unphotographed half of a mine. Enabling works, earthworks and heap-leach pads consume budget and months before the visible infrastructure rises, and on a remote site a late delivery of cement or steel idles a crew rather than merely slipping a bar chart.

The first thing a desert mine builds is the way to get water and trucks to it.

A heap-leach plant, not a tank house

Etango’s engineering choice sets it apart from the belt’s established operations. Chief executive Gavin Chamberlain has pointed out that where Namibia’s other uranium mines lean on tank leaching, Etango is designed around heap leaching, stacking crushed ore and percolating solution through it rather than agitating it in vessels. It is a lower-intensity flowsheet suited to the grade.

The kit still has to be precise. A high-pressure grinding roll crusher was factory-tested in Germany before shipping, and detailed design of the dry plant was reported well advanced through 2025. Modular, tested-before-transport engineering is how a remote site avoids commissioning a one-off machine hundreds of kilometres from the nearest workshop.

The plant is chosen for the ore, then engineered to survive the address.

A largely Namibian build

The construction workforce has been drawn substantially from Namibian contractors, with phase-one concrete and crushing packages awarded locally and on-site numbers moving up through the works. Employment scales with the schedule and is expected to peak near 1,500 as the build reaches its height, a meaningful labour draw for the coastal towns.

For an engineering firm the read is that the client is a developer racing an investment decision, not an operating mine, so scopes are staged and contingent. Work is packaged to keep options open until the full commitment is made, which shifts risk onto contractors who must mobilise against a schedule that can still move.

A staged build keeps the developer’s options open and the contractor’s risk high.

The construction read

For the model to repeat across the belt, the build has to be replicable: standard pads, tested modular plant and enabling works that another project could copy rather than reinvent. Commissioning has been guided toward 2027 with production following, and every month of schedule is money against a price that may not wait.

The property risk mirrors the mining one. Build too slowly and the price window narrows; build ahead of a firm investment decision and capital sits in the sand earning nothing.

In remote construction the schedule is the budget, and the price sets the clock.

For a contractor, engineer or developer, Etango is a preview of how the belt’s next mines get built: remote coastal sites, staged packages, heap-leach plants and a heavy premium on delivering before the price turns. The decision is whether to build the repeatable template the expansion needs, or to treat each mine as a costly one-off in the desert.
