The pilot's headline is trucks and trains. Its quieter second phase points at something farmers care about more – the price of fertiliser.
The Cleanergy launch was read as a transport story, and for now it is. But the phased plan announced at Walvis Bay in February 2022 points beyond fuel to a larger ammonia facility, and ammonia is the base of nitrogen fertiliser. That is where a hydrogen pilot quietly becomes a food-systems question.
The link is chemical and direct. Green hydrogen made from solar power can be combined with nitrogen from the air to make ammonia without fossil gas, and most of the world’s ammonia becomes fertiliser. A country that makes its own could, in principle, feed its own soils.
Why fertiliser is the hidden prize
Namibia imports the fertiliser its farmers use, paying international prices set far away and shipped in. For a dry country with thin margins on the land, that imported input is both a cost and a vulnerability, exposed to freight, currency and global supply shocks that have nothing to do with local harvests.
A domestic green-ammonia stream, even a small one, changes that exposure. Fertiliser made from Namibian sun and air is priced against local production, not against a distant market and a long supply chain.
The fuel is the headline; the fertiliser is the input Namibian farmers actually import and fear.
Green ammonia and food security
The wider case is documented elsewhere on the continent. Sub-Saharan Africa uses fertiliser at a fraction of recommended rates, and low application is one reason yields lag and food security stays fragile. Cheaper, locally made nitrogen is one of the few levers that lifts output on existing land.
The Cleanergy pilot does not solve that yet – its ammonia ambition is a later phase, not a running plant. But it plants the industrial seed for domestic nitrogen in the same region already being lined up for green-hydrogen production.
Local nitrogen is not a green nicety; in this region it is a yield and food-security question.
From molecule to soil
Turning green ammonia into farm benefit is not automatic. Ammonia must be processed into usable fertiliser products, distributed to farms often far from the coast, and priced within reach of growers who currently buy imports. Each of those steps is its own logistics and cost problem, separate from making the molecule.
There is also the question of scale. A demonstration-scale ammonia plant serves a demonstration; feeding a national farm sector needs volumes the pilot is not built for, so the near-term effect is proof of concept, not cheaper bags in the co-op.
What the pilot can establish is the chain itself – that Namibian solar can make ammonia, that it can be handled safely, and that a route from a coastal plant to inland soil can be drawn. Elsewhere in Namibia, projects are already testing green fertiliser to grow food in arid ground, and a working coastal producer would give that experiment a domestic supplier to build around.
The distance from a coastal molecule to an inland field is the real work, and it is unbuilt.
The sustainability balance
For farming, the appeal is a fertiliser whose production does not burn imported gas and whose price is set at home. That aligns a food input with the country’s renewable resource, and it keeps more of the fertiliser value chain – and its jobs – inside Namibia.
The caution is patience. The ammonia phase follows the fuel phase, and reading a February 2022 launch as near-term cheaper fertiliser would overstate it. The value is a credible domestic pathway, not an imminent price cut.
The soil benefit is real but downstream; the pilot points the way rather than delivering it.
For a farmer, an agribusiness or a food-security planner, the Cleanergy pilot is worth watching for its second act rather than its first, because domestic green ammonia would touch input costs that no transport story does. The decision it raises for the sector is whether to engage early with local green-fertiliser development, or to keep planning around imported nitrogen and the prices that come with it.
