A funded orebody is only the start; the engineering task is a heap-leach plant on remote desert ground, built to expand.
The romance of a new mine is the metal it will sell. The reality that decides whether Etango works is construction: an open pit, a heap-leach plant and the roads, water and power to run them, all on remote ground in the Namib near Swakopmund. The June 2026 approval that unblocked the funding is, for an engineer, a starting gun.
Etango’s design is conventional and demanding at once. A definitive feasibility study confirmed open-pit mining with sulphuric-acid heap leach at eight million tonnes a year, a proven route that still has to be built at scale in a place with little water and less shade.
A heap-leach plant on open desert
The chosen process shapes the build. Ore is crushed, stacked on lined pads and irrigated with acid to draw the uranium out, which means the central asset is not a mill but a system of pads, ponds, pipes and liners covering a wide footprint. Getting the earthworks and the lining right is the difference between a plant that recovers metal and one that leaks value into the ground.
That makes civil work, not process novelty, the heart of the project. The engineering risk at Etango is earthmoving, drainage and containment at scale, the unglamorous disciplines on which a heap-leach operation quietly stands or fails.

The capital that construction consumes
The numbers are firm enough to build against. The feasibility study put pre-production capital at roughly US$317 million, and the newly committed package of N$5.12 billion (US$321.5 million) is sized to carry it. Construction is planned to finish by the end of 2027, with first uranium production targeted for 2028 on a mine life around fifteen years.
For a contractor, that timeline is the contract. A fixed production date turns every delayed delivery and every idle crew into a measurable cost, which is why remote-site programmes live or die on logistics discipline rather than on headline design.
The 2028 production date is the number that prices every day of construction.
Water, power and the tyranny of distance
Location dictates the hardest engineering. Etango sits in an arid stretch inland of Swakopmund, so water must be piped in and power brought across distance, and every structure must survive heat, wind and long gaps between maintenance visits. Early works were already under way through the first half of 2026, with a contractor workforce reported above 560 personnel on site.
Water is the binding constraint. Heap leach needs a steady supply in a place that has none to spare, tying the plant’s viability to regional pipelines and a planned coastal desalination scheme rather than to anything the site itself can provide.
At Etango the pipeline and the power line are as load-bearing as the plant they feed.
Built once, sized to grow
The infrastructure is being laid out for more than the first plant. Bannerman has designed core facilities to accommodate throughput of around twenty million tonnes, well above the initial eight, so that a later expansion reuses roads, pads and services rather than rebuilding them. That is a deliberate property decision: spend on capacity now to avoid a costlier retrofit later.
For an engineering firm, that reframes the brief from a single build to a platform. The work that scales is standardised earthworks, modular pad construction and services with headroom, not a bespoke plant fitted exactly to today’s tonnage.
The cheapest expansion is the one the first construction already left room for.
For a contractor, engineer or property developer, Etango is a preview of Namibian mining construction to come: remote desert sites, heap-leach civils, water and power piped over distance, and designs built for expansion from the first cut. The decision is whether to invest in the earthworks and logistics capability these projects demand, or to leave the work to firms already proving it on the pads outside Swakopmund.
