Water First: How a Lithium Mine Shares a Dry District's Scarce Supply

In a semi-arid district, water is the scarce input. A lithium mine has to share it with the land.

Beneath the lithium and the tin, Uis has an older and harder constraint: water. A mine that grows in a semi-arid district competes for the same scarce supply that households, livestock and small gardens depend on, which makes the lithium expansion a food-systems question before it is a minerals one. The high-grade results land on ground where every litre is already spoken for.

The Erongo settlements around Uis, Omaruru, Okombahe and Omatjete sit in a farming region built on stock-raising and thin water, where mining, tourism and a rising population all draw on one stretched system. Adding a battery-metals plant to that mix is a test of whether extraction and cultivation can share the same ground.

Water is the binding constraint

Water security is the standing worry at Uis. Growing mining activity, tourism and population have pushed demand past what local infrastructure comfortably supplies, and the long-planned answer is a pipeline drawing from the coast near Wlotzkasbaken and running inland to reach Uis, Omaruru, Okombahe and neighbouring centres.

Until that supply is secure, every new industrial user competes with farming and domestic needs. A processing plant that uses ore sorting to cut its water demand is not only good engineering; on this land it is a condition of sharing the resource at all.

Where water is the scarce input, saving it is farming policy as much as mining policy.

A farming district, not empty desert

The land around Uis is not blank. The Okombahe, Uis and Tsubeses areas form a fairly uniform farming zone, mostly stock-raising that blends communal and commercial holdings. The people who live beside the mine are graziers and small producers whose livelihoods rest on the same aquifers and rainfall the mine would tap.

That coexistence is the real sustainability question. A mine can be a market for local food and labour, or a competitor for water and land, and which it becomes depends on how deliberately the two economies are planned to sit together.

The ground around Uis already farms; the mine joins a food economy, it does not replace one.

When water reaches the land

Nearby settlements show what secure water can do. In Omatjete, a pipeline commissioned in 2026 let households start gardens and small agricultural projects, which a senior councillor tied directly to food security, noting that without water there can be no development. In Okombahe, a community activist argued that agriculture, given water, could anchor youth employment.

That is the template Uis could follow if its supply is settled. Water infrastructure built partly for the mine can, if shared, carry household food production alongside it, turning a mining utility into a rural development asset rather than a competing straw in the same glass.

Water piped for a mine can water gardens too, if the plan intends it.

The stewardship bet

The sustainability test is whether the mine leaves the farming base intact. If extraction draws down water faster than the pipeline can replace it, the stock farms and gardens lose first, and the community trades a durable livelihood for a finite one. Balance, not maximum throughput, is the responsible target on a semi-arid commons.

The risk is sequencing. A lithium plant that scales before the water supply is secured would put mining and farming into direct competition at exactly the wrong moment. The order in which water and mine arrive will decide whether the two uses reinforce or undercut each other.

The land carries mine and farm together only if the water arrives before the demand does.

For anyone working in community land management, agribusiness or water policy, Uis is a case study in whether a battery-metals boom can share a dry district with the people already farming it. The decision it poses to planners is whether to build the water supply for both uses at once, or to let the mine’s demand arrive before the farming community’s is secured.
