A container terminal reclaimed from the sea in 2019 was sized for 8,000-box ships. A larger one has now berthed.
When the MSC Ellen came alongside at Walvis Bay on 11 February 2026, it was not simply a ship arriving; it was a design assumption tested in public. The Neo Panamax vessel runs to about 347 metres and carries more than 8,200 twenty-foot equivalent units, and Namport read the call as proof that the port can accommodate vessels of this scale.
The terminal that took her was reclaimed from the sea only seven years earlier, and it was engineered for ships of roughly 8,000 boxes. The Ellen sits just above that line, which makes the berthing less a routine call than a quiet audit of a megaproject and the money sunk into it.
The megaproject the ship was testing
The new container terminal opened in 2019 after China Harbour Engineering Company built it under a contract placed in 2013. The works lifted the port’s annual handling capacity from 350,000 to 750,000 twenty-foot equivalent units, all of it on 40 hectares of land reclaimed from the bay itself.
The build added a 600-metre quay wall to the existing 1,800 metres and created new berths numbered 9, 10 and 11. The two longest berths were designed to take container vessels of about 8,000 boxes, which is precisely the class to which the Ellen belongs.
The Ellen did not exceed the terminal’s design; it confirmed it.
Deep water is the hard part
What lets a 347-metre ship come alongside is not the quay but the water in front of it. The berth basin and turning basin were dredged to 14.4 metres below chart datum, deep enough for a laden Neo Panamax to manoeuvre without waiting on a favourable tide.
Depth of that kind is costly to create and costly to keep, because sand migrates along this coast and basins silt over time. A single large call is cheap to celebrate; maintaining the draught that makes such calls ordinary is the recurring bill behind the headline.
The quay is visible; the dredged depth that actually matters is not.
From spare capacity to a live question
A terminal running well below 750,000 boxes has room to grow into, and that is usually read as comfort. The strategic value of the Ellen’s call is that it signals demand for the larger end of that capacity, the deep-draught, high-volume traffic the 2013 investment was meant to attract.
But capacity designed around 8,000-box ships meets a market already ordering larger ones. Each step up in vessel size raises the demands on crane reach, yard slots and channel depth, and a terminal that feels roomy today can be pressed against its limits within a decade.
That is the uncomfortable arithmetic of port building. The asset that looks generous when it opens is measured against a global fleet that keeps growing, so the very success of attracting bigger ships is also the clock that starts counting down the terminal’s headroom.
Building for the biggest ship afloat is building for one already being outgrown.
The infrastructure read
For an infrastructure investor or a state planner, the lesson is that the 2019 terminal is doing its job and posing its next question at the same time. The asset attracts the vessels it was built for, and the traffic it attracts then makes the argument for the phase after it.
The risk is complacency. A showcase call invites the conclusion that the capacity problem is solved, when each larger ship in fact shortens the runway before deeper berths and longer quays are needed once more.
A megaproject that succeeds does not end the spending; it schedules the next round.
For the planners weighing Namibia’s next port investment, the MSC Ellen is a data point rather than a destination. The decision the call puts forward is whether to bank the 2019 terminal’s spare capacity and wait, or to begin costing the deeper berths and longer quays that the next generation of ships will demand before this one is full.
